requiring that a lease for the exploration, development, and production                                                         
of oil and gas in the Arctic National Wildlife Refuge include a strong,                                                         
clear, and enforceable duty of the lessee to explore, develop, and                                                              
produce oil and gas resources that are subject to the lease; and be it"
